The DACA program being issued
The DACA program is a policy, which is abbreviated short for the Deferred Action for Childhood Arrivals program. Since the DACA program is a policy it means that the program can be cut at any point of time. The program DACA has caused a lot of controversy to why illegal immigrants deserve the rights for these benefits. The United States has always been struggling when it came to immigration laws and now Obama passes the DACA program. The DACA program was created for young immigrants in the United States who have no legal status and were brought to the United States as children (??Who Qualifies..??). If that individual is approved for the DACA program they are granted Deferred Action status at the discretion of DHS (Department of Homeland Security) for a period of two years, which gives them two years protection against deportation, a work permit, and drivers license where the drivers license vary by states (??Who Qualifies..??). The DACA program was passed by President Obama on June 15, 2012 and there was an estimated amount of up to 1.75 million people that may be eligible for the DACA program.
As much people there are that are estimated to be eligible for the DACA program most of these individuals are scared to apply for the DACA program. Many of these individuals fear of deportation on them or their family members after applying for the DACA program. These individuals think that they or their parents will be deported now that they have submitted all their information. Other individuals fear if the DACA program being tossed because they think if Obama isn?t re-elected and Romney wins, that Romney will cut the DACA program right away and maybe even start deporting the ones who applied already for the DACA program. There are a lot of mixed emotions towards the DACA program, since the DACA program is a policy it can be tossed at any time. As much people that are fearing the outcome of applying for the DACA program there are the fearless people who are still applying for the DACA program because of the benefits. As of September 11 there has been reported to be 72,000 applications, where there were only 40,000 the month before (??What Early???). There is a lot of speculation to if the DACA applications will go up or down or if they?re waiting to see who will be president next so nobody really is sure what?s going to happen to the DACA program.
The DACA program applies to certain individuals who are under the age of 31, as of June 15, 2012 (??The Deferred Action...??). These certain individuals also had to fit these certain principles: ??Came to the United States before reaching their 16th birthday; were continuously residing in the United States since June 15, 2007 up to the present time (??The Deferred Action???)??. The Second principle is to be physically present in the United States on June 15, 2012, and at the time of making the request for consideration of Deferred Action (??The Deferred Action???). The third principle is to have entered without inspection before June 15, 2012, or lawful immigration status expired before June 15, 2012 (??The Deferred Action???). The fourth principle is to be currently in school, have graduated, or obtained a Certificate of Completion from high school, have obtained a General Education Development (GED) Certificate, or are an honorably discharged veteran of the Coast Guard or Armed Forces of the United States (??The Deferred Action???). The final principle to these certain individuals to fit into the DACA program is to not have been convicted of a felony, significant misdemeanor, three or more other misdemeanors, and do not otherwise pose a threat to national security or public safety (??The Deferred Action???). All these principles I?ve listed are the individuals who are eligible for the DACA program.
Now that these certain individuals have the right to apply for the DACA program it seems unfair to the rest of the immigrants who are applying for visas, green cards, citizenship, etc. People who are immigrating into the United States that are following the laws have to wait years for their U.S. visas and it can take a very long time just to even come to the United States and gain these benefits like how the DACA program is allowing these individuals to gain these benefits. The DACA program is showing how weak the United States is when it comes to enforcing the immigration laws, now that the DACA program is passed it allows these certain individuals who got smuggled to the United States to easily get these benefits. It seems like the DACA program is unfair to the other immigrants by somewhat cutting in line in front of the other immigrants who have to wait years and years just for this opportunity to live here in the United States permanently and gain benefits. The United States needs to be stricter on their immigration laws.
The United States immigration consists of a green card, citizenship, and U.S. visa. A U.S. visa consists of two types which are called the immigrant visas and nonimmigrant visas. Immigrant visas allow travelers to enter the U.S. in order to live and work permanently in the U.S. A non-immigrant visa allows travelers to enter the U.S. temporarily for a specific reason, such as tourism or business. In order to get a U.S. visa that individual must be secured by those wishing to enter the United States from another country to temporarily visit or work within American territory. Obtaining a U.S. visa can take long depending on which U.S. visa that individual is applying for so it is best that the application is done correctly or else that individual will have to re-apply, which is adding extra years on their wait to live in the United States. A U.S. visa allows that individual to travel to a port of entry, it allows international travelers to be able to come to the U.S. for a wide variety of reasons, such as tourism, work, etc. The process of permanently living in the United States and moving from a country and to be approved for a visa can take years, which is the first step to coming into the United States properly (?U.S. Visas??).
A green card is next obtained after the U.S. visa is complete. A green card is available if that individual belongs to one of the immigrant categories outlined in the Immigration and Nationality Act or by marriage (??Green Card??). Usually all the green card applicants must be eligible to enter the U.S. through employment, investment, family, refugee status, or through some other pre-established means (??Green Card??). Before applying for a green card that individual has to apply for a U.S. visa first. The green card allows that individual to be a permanent residence in the United States, they will also legally live and work in the United States. The green card also lets that individual travel in and out of the country more freely and the green card is the first step towards the U.S. citizenship where one must generally have a Green Card before applying for naturalization, which is U.S. citizenship (??Green Card??). The green card is mainly for that individual to work in any company located in the U.S. territory. Now that the individual has a green card this will allow that person to have more opportunities. Green Card holders allow that individual to legally have their own car, firearms, and any other items the average Americans can own. A green card generally takes only a couple months to obtain or maybe even a couple of weeks.
The final process of immigrating into the United States is to ultimately become a U.S citizen. An individual can apply for citizenship after obtaining a green card that has been valid during the 5 years prior to their application to become a citizenship (??U.S. Citizenship??). The advantage of being a U.S. citizen is the right to vote, being able to reunite your family in the United States. Obtaining citizenship for children born abroad, which means that if you?re a U.S citizen and your child was born outside of the country, he or she could become a U.S. citizen automatically. Another advantage of being a U.S. citizen is the ability to travel freely across U.S. borders, by having a U.S. passport that individual can travel overseas with no problem. Another advantage of being a U.S. citizen is to collect benefits such as social security. Another advantage of being a U.S. citizen is to become a federal employee, which means that you can now be a federal worker. Lastly an advantage of being a U.S. citizen is to become an elected official where most elected posts in this country require a U.S. citizenship (??U.S. Citizenship??). A U.S. citizen varies to how long it takes to obtain it; it may take months or maybe years.
Another controversy towards DACA program is to why all of a sudden Obama passing the DACA program right when Election Day is coming. It seems like Obama is doing this for the votes so that Obama can be re-elected as President and to me personally it sure does look like Obama did this for the votes so that he can be re-elected as President. It doesn?t seem right to make the DACA program official a couple months before Election Day, just seems so fishy. The biggest issue towards the DACA program is to why these individuals who are illegal immigrants should have the right to obtain these benefits when it can take years for other immigrants to obtain these benefits. It bothers me just because the immigration law was enforced already and there is no need to change anything just because there was a lot of pressure towards the immigration law. I don?t think the DACA program should be enforced anymore because I don?t think these individuals deserve these benefits any more than the other immigrants applying for their visa, green card, or citizenship. I just feel like these individuals should?ve applied for their visa like any other person instead of complaining about the immigration law.

Two high school students charged in newborn's death | WTVR.com ...

CANTON, Ohio ? Two Alliance High School students, including the president of the high school?s senior class, have entered ?not true? pleas to charges involving the death of a newborn boy.

Allyce Bryant and John Dallas, both 17, appeared in Stark County Family Court Monday afternoon.

Bryant is charged with child endangering, a third-degree felony, and involuntary manslaughter, a first degree felony, following the death of her newborn who was delivered at home on July 8th.

Authorities were alerted by her father who made a hysterical 911 call, telling dispatchers that the infant was not breathing and that he never knew his daughter was even pregnant.

?I think she was hiding the pregnancy,? said a nearly breathless Bryan Bryant in his call to for help.

?You think she was early in the pregnancy,? asked a dispatcher, to which Bryant again answered ?she was hiding the pregnancy.?

Her boyfriend, John Dallas, faces charges of complicity to commit child endangering and complicity to commit involuntary manslaughter. Both charges are also third and first degree felonies.

Dallas was described by his attorney, Eugene Obyrne, as the president of his high school senior class, an honor student who had never before been in any trouble.

?You owe a duty of care as a parent. If you fail to give that duty of care and death results, that?s where the involuntary manslaughter felony one comes in,? said Assistant Stark County Prosecutor Jill Kaminski.

Kaminski did not want to discuss details of the charges, saying she had not yet seen the entire coroner?s report. She did say that the conclusions drawn by the coroner regarding the death of the newborn boy were sufficient to file the charges.

She did not rule out eventually charging the teens as adults.

Attorneys for both Bryant and Dallas on Monday appealed to Chief Magistrate Sally Efremoff to allow the teenagers to go home to their families where they would be able to do their school work over the internet.

Efremoff agreed to release both on house arrest with strict electronic monitoring.

?It?s my understanding they have no prior record, either party they are both what their attorneys claim for them to be,? said Kaminski following Monday?s arraignment, adding ?they are honor students and?they go to Alliance High School. I know that in terms of reasons to be held, risk of flight, they haven?t shown any of that and I understand why the court made the decision they did.?

Both teenagers appeared separately in court. Each had family members there to support them but their family members did not speak.

Another pre-trial hearing has been scheduled for early Friday.

Libyan Islamist militia swept out of Benghazi bases in backlash to attack on U.S.

BENGHAZI, Libya (Reuters) - A Libyan Islamist militia was swept out of the eastern city of Benghazi in a popular protest against the armed groups that ran into the early hours of Saturday morning, Reuters witnesses said.

At least one person was killed and 20 wounded, a hospital source said, as militias tried to fight the demonstrators from a heavily fortified base. Gunfire could be heard in the area before the fighters were forced out.

Looters carried weapons out of the vacated Ansar al-Sharia military base compound as men clapped and chanted: "Say to Ansar al-Sharia, Benghazi will be your inferno."

Ansar al-Sharia has been linked to the attack on the U.S. consulate in Benghazi last week in which the U.S. ambassador to Libya and three other Americans died. It denies involvement.

The action against the group appeared to be part of a coordinated sweep of militia headquarters buildings by police, government troops and activists following a mass public demonstration against militia units on Friday.

Chanting "Libya, Libya," hundreds of demonstrators entered, pulling down militia flags and torching a vehicle inside Ansar al-Sharia's headquarters in Benghazi - once the base of forces of former leader Muammar Gaddafi, which tried to put down the first protests that sparked last year's uprising.

The crowd waved swords and even a meat cleaver, crying "No more al Qaeda!" and "The blood we shed for freedom shall not go in vain!"

"After what happened at the American consulate, the people of Benghazi had enough of the extremists," demonstrator Hassan Ahmed said. "They did not give allegiance to the army. So the people broke in and they fled."

"This place is like the Bastille. This is where Gaddafi controlled Libya from, and then Ansar al-Sharia took it over. This is a turning point for the people of Benghazi."

Adusalam al-Tarhouni, a government worker, who arrived with the first wave of protesters, said several pickup trucks with the group's fighters had initially confronted the protesters and opened fire. Two protesters were shot in the leg, he said.

"After that they got into their trucks and drove away," he said, adding protesters had freed four prisoners found inside.

As protesters left Ansar al-Sharia's headquarters, the crowd swelled, reaching thousands as it headed toward its military base, which was shared with another militia group.

Protesters said the militiamen opened fire as they arrived and several people were wounded.

"We came as peaceful protesters. When we got there they started shooting at us," student Sanad al-Barani said. "Five people were wounded beside me. They used 14.5 calibre machine guns."

After the crowd entered that compound, Libyan army trucks sped away from the base carrying government troops cheering in victory and crying out, "God is greatest."

Vigilantes armed with machetes and clubs blocked the highway leading away from the compound, stopping cars to prevent looters from driving off with heavy weapons.

"We went into the camp and we didn't find anyone. We just took these Kalashnikovs," said one youth, holding rifles.

The demonstrators also took over a compound belonging to the Abu Slim brigade and another Ansar al-Sharia compound.

"RESCUE BENGHAZI"

Thousands of Libyans had marched in Benghazi on Friday in support of democracy and against the Islamist militias that Washington blames for the assault on its consulate. Hundreds of Ansar al-Sharia supporters held their own protest.

Friday's "Rescue Benghazi day" demonstration called for the government to disband armed groups that have refused to give up their weapons since the NATO-backed revolution last year.

"It's obvious that this protest is against the militias. All of them should join the army or security forces as individuals, not as groups," student Ahmed Sanallah said. "Without that there will be no prosperity and no success for the new Libya."

Although the main demands of the marchers did not mention the attack on the U.S. consulate, it seems to have provided a strong impetus for the authorities to rally support behind the country's weak government.

U.S. Ambassador Christopher Stevens was well liked, and many Libyans condemned the attack on the consulate despite being angered by the anti-Islamic U.S.-made film that triggered it.

Some protesters' placards read: "We demand justice for Stevens" and "Libya lost a friend." Others had mixed views.

"I am out today to defend Benghazi. Killing the ambassador is a completely separate thing," said 26-year-old Amjad Mohammed Hassan, a network engineer. "I don't give a damn about the killing of the ambassador because the Americans offended the Prophet. I am just here for Benghazi."

Benghazi, 1,000 km (600 miles) from Tripoli across largely empty desert, is controlled by various armed groups, including some comprised of Islamists who openly proclaim their hostility to democratic government and the West.

Some are identified by local people as being among those who were at the consulate protest last week. U.S. officials have described the violence as a "terrorist attack."

Abu Al-Qaa, a demonstrator at the Ansar al-Sharia demonstration, said Stevens had been "preparing for the entry of American troops into Libya."

"The will of the Prophet was to expel infidels from Muslim lands so that Muslims prevail. Terrorizing your enemy is one of Islam's tenets." He said he had fought U.S. troops in Iraq where he was arrested, sent back to Libya and jailed for three years.

One banner at the Ansar al-Sharia demonstration read: "Day to rescue Benghazi or day to rescue America?"

South Carolina State Vs. Texas A&M Final Score: Aggies Win Rout, 70-14

The Texas A&M Aggies used a huge second quarter to bury the South Carolina State Bulldogs on their way to a 70-14 win on Saturday night in College Station.

Freshman quarterback Johnny Manziel played only one half, but put together quite a stat line while scoring four straight touchdowns for the Aggies. To start the second quarter, Manziel rushed for touchdowns of 39 and 20 yards. He followed that up with two touchdown passes: a 30-yard score to Kenric McNeal, and a 37-yard strike to Uzoma Nwachukwu.

After Ben Malena added a 50-yard touchdown run, Texas A&M had a 49-7 halftime lead and the game was very much over. Texas A&M scored the only points of the third quarter when Dustin Harris returned a punt 96 yards for a touchdown.

When the game mercifully reached its end, the Aggies had outgained South Carolina State, 448-223.

Box Score Hero: QB Johnny Manziel, Texas A&M. In one half, the freshman was 15-20 for 174 yards and three touchdowns through the air, with 78 yards and two more touchdowns on the ground.

Rankings Ramifications: Texas A&M was well outside of the top 25, and this game will not likely change that.

How Windows 8 will shake up the laptop market

Starting October 26, laptop shoppers will be inundated with a flood of new PCs designed around Microsoft?s new operating system. In fact, I?ve counted about 50 new laptops,
tablets, hybrids, convertibles, and all-in-ones on my back-of-the-envelope list already.

A handful of these have already been announced, a healthy chunk will be announced early in October, and the rest will simply go on sale on October 26, alongside Windows 8.

Having seen a good number of these upcoming systems in person already, I can safely outline three big trendlines that will drive laptop and related device sales through the Windows 8 launch season and into 2013. If you?re looking to buy a laptop anytime soon, keep these in mind as you dig through the dozens of upcoming new choices.

Touch screens on traditional clamshell laptops are going mainstream
Adding a touch screen to a traditional clamshell laptop has always been an expensive novelty at best. I can only recall seeing a handful over the past few years, and none of them made particularly good use of the added feature.

With its not-Metro tile interface, there?s a lot more you can do in Windows 8 with your fingers, and nearly every PC maker is either adding touch screens to its existing laptop lineup (usually as an added-cost option), or building entirely new models with that as a default.

After trying a handful out, the most surprising thing is that it?s actually pretty useful, especially for flicking up and down long Web pages. And, some PC makers have been forward-thinking enough to redesign screen hinges, giving the display added resistance once you pass about 120 degrees or so.

Windows RT systems are going to be rare, and way too expensive
With full Windows 8 tablets and hybrid laptops coming in at very similar prices, it?s hard to see exactly who Windows RT products (which use a ARM CPUs instead of ones from Intel or AMD) are aimed at. In fact, every RT laptop/tablet I?ve seen recently was given essentially the same front-loaded pitch: ?It comes with
Microsoft Office pre-installed!? From there, your software options are considerably more limited, and the same presumably goes for accessories and peripherals.

With many RT products expected to sell for $599 as a standalone tablet, with another $150-$200 added on for a clamshell-style keyboard dock, you?re looking at some serious sticker shock, especially when you consider what $799 will buy in in a standard laptop. The big wild card in this scenario is the Microsoft Surface RT tablet, which may undercut everyone else on price (or may not).

Expect a lot of me-too hybrids and convertibles

Start with a small 11- or 12-inch tablet-style screen connected via a couple of hooks and clasps to a keyboard dock (with an extra battery built into it). When connected, the entire thing folds down like a traditional laptop. To release the screen, press a chunky rectangular button just above the keyboard.

That pretty much describes a product coming from nearly every major PC maker, down to the physical shape and placement of the release button. Sure, there are a handful of unique designs, but the vast majority of what we?ve seen looks like it came out of a Microsoft focus group on what Windows 8 devices should look like.

Also look for several similar ?slider? laptops, with the screen sliding down over the keyboards, a couple where the screens fold back a full 360 degrees, and lots of similar-looking all-in-ones and ultrabooks.

Chart shows favorably and standing with likely voters for Barack Obama and Mitt Romney

(AP) ? Hispanics are the focus as the race for the White House moves to Florida, a presidential battleground where a charged immigration debate is under way as President Barack Obama seeks to keep Republican challenger Mitt Romney on the defensive.

Facing a Spanish-speaking audience Wednesday night, the former Massachusetts governor was again forced to reiterate his commitment to all Americans following the release of remarks secretly captured on video in which he said, as a candidate, "my job is not to worry about" the 47 percent of Americans who don't pay income taxes and believe they are "victims" entitled to government help.

"My campaign is about the 100 percent in America," Romney said at a Miami forum Wednesday broadcast by the Spanish-language television network Univision.

The GOP nominee declared that the GOP "is the natural home for Hispanic Americans because this is the party of opportunity and hope."

House Speaker John Boehner, an Ohio Republican, declined direct comment Thursday on Romney's caught-on-camera remarks about the 47 percent but made clear they had diverted the GOP nominee from what should be the central message of his campaign.

"The election is about jobs," Boehner told reporters on Capitol Hill. "It's not about anything else. Both camps on both sides say things that get off the message."

Obama and Romney were crisscrossing Florida on Thursday, with their travel plans nearly overlapping in Miami. Romney was departing the city for fundraisers and a rally in Sarasota on Thursday morning a few hours before Air Force One was to touch down in South Florida.

The president was speaking Thursday at the same Univision forum, where the Democratic incumbent was expected to face difficult questions about the strength of the nation's economy and his unfulfilled pledge to overhaul the nation's immigration system.

The focus on the growing U.S. Hispanic population comes with the election less than seven weeks away. While polls suggest the race is very close, Romney has struggled through a series of missteps in recent weeks that prompted vocal concern from Republicans about the direction of the campaign.

Battling the perception that he's not working hard enough, Romney on Thursday announced plans to launch a three-day bus tour across Ohio next week. His campaign also released a new ad featuring Florida Sen. Marco Rubio ? a Republican rising star popular among traditional conservatives and Hispanic voters alike ? promoting Romney's plans to overhaul Medicare.

The candidates' personal attention to Hispanic voters, backed by millions of dollars in targeted advertising, is designed to influence a group likely to play a critical role this fall ? and for years to come. In an election to be decided in a handful of states with large Hispanic populations, Romney is fighting to erode Democrats' traditional advantage among the demographic.

In 2008, Obama carried Hispanics by 67 percent to Sen. John McCain's 31 percent, according to exit polls. Recent polls suggest that Obama enjoys a similar lead against Romney.

Obama has touted his administration's directive to protect immigrants who were brought to the U.S. illegally as children, exempting them from deportation and granting temporary work permits for those who apply. It does not provide a path to citizenship.

Obama's campaign has repeatedly brought up Romney's opposition to the so-called DREAM Act, which would offer a pathway to citizenship for young immigrants who came to the United States illegally as children but have since attended school or served in the military. Obama supported the measure, which remains stalled in Congress.

Obama was attending a fundraiser in Tampa later Thursday. About 85 people were expected at the event, with tickets starting at $20,000 a person. Pearl Jam lead singer Eddie Vedder was scheduled to perform at the fundraiser.

Romney largely avoided detailing his immigration plans on Wednesday, despite repeated questions from Univision hosts.

He downplayed his support earlier in the year for policies that would promote "self-deportation" of illegal immigrants, while suggesting he might favor legal status for young immigrants who serve in the military or pursue higher education.

"I'm not in favor of a deportation ? mass deportation ? effort, rounding up 12 million people and kicking them out of the country," Romney said. "I believe people make their own choices as to whether they want to go home, and that's what I mean by self-deportation."

And Romney assailed Obama's immigration record.

"He never tried to fix the immigration system," Romney said of the incumbent. "I will actually reform the immigration system and make it work for the people of America."

The Republican nominee's attempts to get his campaign back on track ran into new difficulty in the form of criticism from rank-and-file Republicans concerned about their own election prospects in the fall.

"I have a very different view of the world," said Sen. Dean Heller of Nevada, taking issue with Romney's dismissive comments about Americans who pay no income taxes.

And Obama's allies are working to prevent Romney from gaining ground with Hispanics.

The liberal group MoveOn.org was to begin running ads in three swing states ? Florida, Colorado and Nevada ? on Thursday seizing on Romney's suggestion, captured by the same secret camera, that his political prospects would improve if he had Hispanic parents.

Romney repeatedly made clear he was joking.

"We're not laughing, Gov. Romney," a MoveOn member says in the ad. "Because regardless of race a presidential candidate who has such contempt for Latinos would never deserve our support."

At the same time, a new GOP-aligned group called the Libre Initiative plans to air Spanish-language ads in Florida, Virginia, New Mexico, Nevada, Colorado and North Carolina.

Obama's campaign has more than doubled Romney's spending on Hispanic-focused television ads so far ? approximately $6.4 million from Obama to Romney's $2.9 million.

WHY IT MATTERS: Taxes

The issue:

Just about every U.S. taxpayer is facing a significant tax increase next year, unless Congress and the White House can agree on a plan to extend a huge collection of tax cuts that expires at the end of the year. Beyond that, there's a huge debate over how to overhaul the tax code to make it simpler, with lower rates balanced with fewer deductions. Can homeowners hang onto their juicy mortgage interest deduction? If it's taken away, can lawmakers hang onto their jobs?

Where they stand:

President Barack Obama wants to extend Bush-era tax cuts again, but only for individuals making less than $200,000 and married couples making less than $250,000. Those making more would see their taxes go up, though they would still pay less than when Bill Clinton was president. Obama also wants a new rule requiring people who make more than $1 million a year to pay at least 30 percent of their income in federal taxes.

Republican presidential candidate Mitt Romney wants to extend all of the Bush-era tax cuts and enact some new ones. Romney proposes dropping all income tax rates by 20 percent, reducing the top tax rate from 35 percent to 28 percent. The bottom rate would go from 10 percent to 8 percent. Romney says he would pay for the rate cuts by eliminating or reducing tax credits, deductions and exemptions, but won't say which ones would go.

Why it matters:

If Congress can't agree on a plan to extend the Bush-era tax cuts, income tax rates would go up for people at every income level. Estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A payroll tax cut that has saved workers an average of about $1,000 a year in 2011 and 2012 would expire. Dozens of business tax breaks would go away.

In all, taxes would go up by more than $400 billion next year. Combined with federal spending cuts scheduled to take effect in 2013, the one-two punch would probably send the U.S. economy back into recession, according to government economists.

But the fight over Bush-era tax cuts is just the appetizer for a much bigger debate about overhauling the entire tax code.

At 3.8 million words, the U.S. tax code is so thick and so complicated that the head of the Internal Revenue Service says he has to hire someone to do his taxes. Momentum is growing in Congress to make it simpler and fairer. But it's a monumental task that won't get done without leadership from the White House.

Most lawmakers agree that the tax code is filled with too many credits, deductions and exemptions, creating too many winners and losers. Most also agree on a general formula for tax reform: Lower overall tax rates and pay for the reductions by eliminating or reducing some of those credits, deductions and exemptions.

There is, however, no consensus on the details. Why? Because every tax break ? every layer of complexity ? is important to somebody. In some cases, millions of somebodies.

Thirty-four million homeowners claim the mortgage interest deduction and 37 million filers claim the child tax credit. Good luck finding the votes in Congress to cut those tax breaks.

In 1986, President Ronald Reagan worked across party lines with Democrats in Congress to overhaul the nation's tax laws, lowering the rates and simplifying the code.

That same type of cooperation ? and trust ? is essential to overhauling the tax code again. It is, however, almost nonexistent in today's Washington.

Eyes on the sky: Get lost in the wonders of the air

From airborne pheromones to human flight, William Bryant Logan examines all aspects of a most ephemeral element of nature in Air

IN THE opening chapter of Air, William Bryant Logan peers down a microscope at the minuscule particles that fungus expert John Haines has just filtered from the breeze outside. As well as a few glassy crystals of silica and black blobs of carbon, he sees an array of microorganisms: fungus spores in the shape of miniature hot-air balloons, transparent bags of loot, strings of sausages, golden eggs, tiny globes with even tinier continents etched onto them.

"You could get lost in this world," marvels Logan.

"Yes, you can get lost in it for 40 years," replies the mycologist. "I did."

The reader too might become lost in a book on a subject as boundless and fluid as air. Logan's lyrical and engaging eulogy to our atmosphere comprises many short, self-contained passages. You never quite know where you will be wafted to next. For instance, a fascinating essay on how the flying skills of bats, bees and bar-headed geese are governed by the contrasting breathing apparatus of each animal is followed by an essay about the carnage that can occur when pilots mistakenly fly in the turbulent air downwind of a mountain peak.

But you never feel that you lose your way in this book. These contrasting takes on the atmosphere are grouped into broadly themed sections with suitably airy titles: Floating, Spinning, Flying, Telling, Calling, Breathing and Shining.

Logan's science writing is impressively agile. The way he shifts focus from the minute detail to the broad vista is both revealing and satisfying. Writing about pheromones, he describes how ants farm mealy bugs for the sweet honeydew they secrete when tickled. As the mealy bugs feed on nearby leaves, the ants loiter on the branches, ready to protect them from predators at the first whiff of alarm. It all works perfectly unless the predator is the type of lacewing larva to tear strips off its prey and stick them to its own body, using the scent of mealy bug to disguise itself.

From such diminutive dramas, he zooms right out: "To be a part of nature means to be born, and to be born means to start searching: searching for food, for a mate, for friends, for enemies, for a place to live, for the way home. The world for every creature... consists of these common needs. And for most of the living world, pheromones point the way to fulfil them."

Logan is less engaging when he shifts into arts mode. His quick summary of skies depicted in western painting feels tokenistic, and the parallels he draws between classical music sonatas and weather systems - delightful as the prospect sounds - seem slightly forced.

Nevertheless, this book is a wonderfully multifaceted exploration of this most ephemeral and least-considered aspect of the world. "We know so little about the air," Logan laments. "There is no actor more powerful on this earth, yet for the most part we studiedly ignore it."
