SAN FRANCISCO (Reuters) - Shera Bechard, the Canadian-born former girlfriend of Playboy Enterprises founder Hugh Hefner, would not be an obvious candidate for the special visas that the U.S. government reserves for "individuals with extraordinary ability."
Playboy magazine named Bechard Miss November in 2010, and she also started an online photo-sharing craze called "Frisky Friday." Neither seems quite on the level of an "internationally recognized award, such as a Nobel Prize," which the government cites as a possible qualification.
But Los Angeles immigration lawyer Chris Wright argued that Bechard's accomplishments earned her a slot. The government ultimately agreed.
That kind of success has put Wright on the map as the go-to visa fixer for both Hollywood and Silicon Valley. It also highlights the use of so-called genius visas known as O-1s and EB-1s, which have largely escaped political controversy and are now the immigration solution of choice for many entrepreneurs.
As many immigration lawyers see it, the paucity of immigration options for the most entrepreneurial foreigners mean they must use any avenue they can. This approach, along with seeming flexibility in Washington on what constitutes "extraordinary ability," means the O-1 is gaining traction in technology circles. Wider use could ultimately land it in political trouble.
For example, the H-1B visa, which allows employers to hire foreigners temporarily in certain specialized fields like technology, has drawn accusations from union groups and others that companies use it to bring in lower-skilled labor.
The O-1 visa allows individuals of "extraordinary ability" to come to the United States for up to three years, and can be extended. British journalist Piers Morgan used one when he replaced Larry King on his late-night TV show, Wright said.
The EB-1 is similar, but leads to a green card and permanent residency rather than a temporary stay, with "extraordinary ability" being one of the ways to qualify - along with being an outstanding professor or researcher, or a multinational executive.
Foreign entrepreneurs have another option - the Immigrant Investor Program, or EB-5 visa - but it requires a capital investment of at least $500,000 and the creation of at least 10 full-time jobs for U.S. workers.
By contrast, no proof of personal wealth or investment in the United States is required for the O-1 or the EB-1.
There is also no cap on the number of O-1s that the government can award each year; about 12,280 were approved in 2011, U.S. Citizenship and Immigration Services said, up from 9,478 in 2006. It issued about 25,000 EB-1s last year, below their cap of 40,000.
The H-1B is much more popular. Applications hit their annual cap of 85,000 earlier this month.
FALLBACK POSITION
While high-profile artists and entertainers have long used the O-1s, they are now becoming a fallback for businessmen and technologists who cannot get H1-Bs.
Josh Buckley, a 20-year-old British-born entrepreneur and a client of Wright's, is among the new crop of Internet entrepreneurs to win an O-1 visa. He applied after starting a few small companies, including one he sold at age 15 for a sum reaching the low six figures, he says.
He got his O-1 last year after lining up letters of recommendation from luminaries including Netscape co-founder and venture capitalist Marc Andreessen and Apple Inc co-founder Steve Wozniak.
Buckley, whose MinoMonsters gaming company is backed by Andreessen, saw little choice other than the O-1. The H-1B was off limits because it usually does not go to people who work for themselves. The O-1, unlike most H-1Bs, also does not require a college education--a key feature for the ever-younger entrepreneurs flocking to Silicon Valley.
Except when it comes to the O-1, visa officials "just don't understand the concept of someone being skilled without 12 years of experience or a bachelor's degree," says John Collison, a 22-year-old Irishman. He dropped out of Harvard University to work on Stripe, the payments company he co-founded with his brother, Patrick.
Like Buckley, he met Wright through the prestigious Silicon Valley start-up incubator known as Y Combinator. He won his O-1 in December 2010 and now has permanent residency status-- as does Buckley.
Wright, himself a South African immigrant, dismisses the notion that some of his clients might not rise to the level of "extraordinary ability."
"There's nothing in those regulations that requires you to be a genius," he says. "It's quite condescending to say, ?Oh, the idiot Playboy Playmates, they don't qualify.'"
At the end of 2010, Bechard posted the first "Frisky Friday" photo on the Twitter microblogging service. Now young women all over the world tweet scantily-clad pictures of themselves on Fridays, with Playboy selecting a weekly winner.
Immigration officials "want to give (a visa) to someone who shows business skills," Bechard says. She also threw in such qualifications as her role as a mute Russian in a 2009 movie, "Sweet Karma," which won her a best actress award at the cult Fantastic Film Festival in Austin, Texas.
QUALIFICATION QUESTION
Many of Wright's young technology clients have had limited time to show they have "risen to the very top of the field of endeavor," as O-1 regulations state.
But quality rather than longevity is the key, Wright says. USCIS rules require extraordinary ability -- demonstrated by "sustained national or international acclaim" -- that he says his clients can prove with awards and testaments from leading players in their field.
The visas are "a lot of work," he said. "You can't just crank them out at high volume."
Asked about how it decides to grant O-1s, a U.S. Citizenship and Immigration Service spokeswoman said: "USCIS decides each benefit request on a case-by-case basis relying on the law and evidence provided for that case. There are a variety of factors that influence the number of visa applications received and approved from year to year."
Wright says he hopes that one day, immigration reform will make it easier for talented immigrants, especially entrepreneurs, to come to this country. That is a widespread goal in Silicon Valley, where immigrant entrepreneurs have helped start many leading companies. Google Inc co-founder Sergey Brin, for example, came to the United States from the Soviet Union when he was a child.
The immigrant entrepreneurs say that far from taking away jobs, they are creating them by founding companies that may go on to employ hundreds or even thousands of people.
They have managed to find allies even among the harshest critics of H-1Bs.
"The O-1 is one of the few visas we support," said Kim Berry, a spokesman for the Programmers Guild, which favors the suspension of the H-1B program. "When they need to bring in the best and the brightest and the entrepreneurs, that's the only visa that helps America."
Indeed, efforts to make it easier for educated and enterprising foreigners to stay in the United States generally enjoy bi-partisan support in Washington. The complicated status of the immigration issue as a whole, though, has blocked any changes.
"The issue is pretty well understood," said Steve Case, the founder of AOL and now head of the venture capital firm Revolution LLC. "But there is this skepticism around the politics of immigration."
Thus the O-1 will probably remain a key channel for many immigrant entrepreneurs - and it does carry some additional side benefits.
British-born Scott Allison, co-founder of a software company called Teamly, was returning to the United States earlier this month and enjoyed a rare welcome from customs officials after they caught a glimpse of his new O-1 visa.
"'Wow, you must be really awesome,'" he recalls one commenting before waving him through. "I'm like, 'Gee, thanks.'"

10. The strictness and the ambition of UAE Law No. 37 of 2009, the Bahraini Penal Code, the UK Bribery Act 2010 and the work by the State Audit Bureau of the UAE are all part of a significant worldwide trend of amplified anti-corruption enforcement. The enforcement of anti-corruption legislation is growing in the course of increasingly publicised proceedings, which have already generated several billion dollars in fines worldwide.

is reportedly being organized as a tribute to Iberville Parish native Brenda
Comeaux, a Mardi Gras enthusiast who died of cancer several years ago.
Businessman
Chris Daigle, president of the Krewe of Comogo, recently told parish officials his
krewe's inaugural parade will have at least 10 floats he hopes will feature
several Mardi Gras krewes from the parish.
The Krewe
of Comogo parade will take place on Feb. 11.
Daigle said
Plaquemine Mardi Gras krewes traditionally have only hosted annual galas, not
parades.
Daigle said
he has received commitments from several local businesses interested in
procuring a float.

Roll Up Your Sleeves, America; Let?s Get Back To Work
What happened to us, America? We built the strongest, most prosperous nation in the history of the world by being home to the hardest-working people in history. You used to hear so much about the American Work Ethic, about how people came to the United States, worked crazy-hard, built businesses and created opportunities for entire families and generations of new Americans. That work ethic now seems to be more a part of America?s history than a key feature of the nation today.
Today, labor unions have run amok, ?bargaining? for sweet-but-unsustainable deals for their memberships and driving otherwise-healthy enterprises into the ground. The very definition of ?hard work? has changed; many (not all) young people today think they?ve worked hard if they?ve been on the premises of their workplace for longer than six hours. They?ve slaved especially hard if they?ve been too busy to finish personal calls or get in all the smoke-breaks to which they feel entitled. A job is more like a possession today than a calling; it?s something you have, not something you do. A paycheck is an entitlement. And now, if your employer can no longer afford you, you get years of unemployment compensation from the big-government nanny state that?s more out-of-control than the unions.
When I was in my twenties, I expected to pay my dues (and I don?t mean union dues). If I wanted to have kids, I knew I?d better be prepared to work my tail off ? and I did. Hume?s Rule of Economics back then was that, since Mom stayed at home with the kids, Dad must work ?one job per kid.? For me, that meant four jobs ? two ?full time? (around forty hours a week) and two part-time jobs. Sleep was optional. Recreation was unheard-of.
These days, I?m proud to say that my kids are probably the hardest-working twenty-somethings around ? they all have jobs, and they all work harder than do their friends. And I wouldn?t wish the life I had in my twenties on them, or on anyone? but even the hardest-working among them don?t have the grindstone-marks on their noses that I bore for decades.
The nanny-state is the enabler of the general lazing of America? but a societal trend is the enabler of the state. That is the trend toward greater ?victimhood? than this country?s ever seen. There are two types of person out there, and in each of us: our self-entitled inner ?Victim,? and our self-reliant inner ?Entrepreneur.? Over the years, more people have been more dominated by their inner Victim than was ever the case before in America ? and the resulting societal sense of entitlement has grown so big as to threaten the fabric of our society and the foundation of our nation.
The ?progressive? movement by statists in America has helped feed this victimization trend. Statists have slowly taken over every major institution of influence in America, from the labor union to the news media and from the classroom to the movie theater. Taken together, these institutions form a powerful sort of ?brain ray? for the statists, and they use it to imprint their far-Left messages on people from an early age. Young people today feel entitled to a job, a good paycheck, and a pretty easy life. You?d expect the same things if you had been raised to believe you should.
The statists have vandalized the American Constitutional republic almost beyond recognition. America needs restoration, and that?s going to be a daunting project indeed. But the good news is that none of us has to restore America alone ? and, if each of us takes on our own little restoration project, we can still do it. The Entrepreneurs still outnumber the Victims in America, and it?s still a land of opportunity. We just have to roll up our sleeves and get to work ? real, hard work ? on our restoration projects.
What can you do? Can you start a business? Run for office? Support a campaign or petition drive? Donate to restorationist causes? Be a citizen journalist? Whatever you choose, start by choosing and nourishing your own better self ? your inner Entrepreneur ? and start by simply working harder. Life doesn?t have to be a drudgery ? but in America, we?ve partied for a while now, and it?s time to get back to work. The restoration of our country ? and of the engine for most of the world?s strength and prosperity ? depends on it.

The declining health of America?s children has a lot to do with a culprit few even suspect: salt. In Salt Kills (Health Now Books, 2012), Dr. Surender R. Neravetla, a heart surgeon and the Director of Cardiac Surgery at Springfield Regional Medical Center explains in easy-to-understand language why salt can be even more of a problem during a child?s formative years than it is later on in adulthood. In addition, it sets children up for increased stroke and heart risk later in life.
Most people know that salt contributes to high blood pressure ? that in turn inflicts irreversible damage on multiple organ systems, including the heart. But few think of this as a threat to children. A report from St. George?s University of London, which revealed a connection of salt intake to high blood pressure in kids as young as four years old, shows what a mistake that is. Yet it?s an easy mistake to fix. A second report from that same institution, which summarized 13 different studies among children, concluded that the drop in blood pressure from not adding salt in infancy dramatically reduces blood pressure and cardiovascular problems as children grow older.
A new study published in the American Heart Association journal Hypertension shows the extensive amount of work that needs to be done when it comes to bringing this problem under control. Pediatric hypertension-related hospitalizations in the United States have nearly doubled, from 12,661 in 1997 to 24,602 in 2006. During that same time period, inpatient care for hypertensive children reached an estimated $3.1 billion, a 50 percent increase that doesn?t even include outpatient charges nationwide.

I talked with actor Hal Sparks, star of Disney XD's top-rated TV series Lab Rats and one of my personal favorites, the groundbreaking series Queer As Folk. Sparks also appears as a regular guest and fill-in host on The Stephanie Miller Show, a national radio show, providing three hours of commentary and humor on Wednesday mornings. I talked with Hal about the new season of Lab Rats and his spin on LGBT issues.
When asked about his personal commitment to LGBT civil rights, Sparks stated:
In my life growing up in Kentucky, I used to hang out with four running buddies as a kid -- 6, 10, and 11 years old. Two of them would later come out, and so 50 percent of my friends as a kid were gay. So in the long run, I guess, the short answer is people will ask you why you care about gay rights or why you care about LGBT issues, and my question would be, "Why wouldn't you?" If you are for freedom and equal rights, which we hear a lot of talk about these days, then you have to include the LGBTQ community in that. And if you're not willing to put your time where your mouth is, then I don't know quite what you mean by commitment in your life. I think the AIDS crisis was a shock to the community. It required sort of a new level of commitment to all of these issues. And I think the primary one was lack of hospital visitation rights, which is probably the crux of my involvement early on working with Marianne Williamson and AIDS Project Los Angeles and Project Angel Food. And once you get past the life and death of it, you know you get to the life of it.

ANKARA, Turkey (AP) ? NATO leaders will meet this week to discuss whether and how to respond to Syria's downing of a Turkish jet in what Turkey insists was international airspace. The incident has spiked regional tensions caused by the conflict in Syria, where reports Sunday said nearly 40 people died in new clashes between rebels and regime forces.
The jet's wreckage was found in the Mediterranean at a depth of 4,265 feet (1,300 meters), Turkish state media reported Sunday. The two pilots remain unaccounted for.
Turkish Foreign Minister Ahmet Davutoglu said the jet was on a training flight to test Turkey's radar capabilities, not spying on Syria. He said the plane mistakenly strayed into Syrian airspace Friday, but was quickly warned to leave by Turkish authorities and was a mile inside international airspace when it was shot down off the coast of Latakia.
Syria insisted Saturday that the shooting was "not an attack" and that the aircraft had violated its airspace. But Turkish authorities say Syria didn't warn the Turkish plane nor send its own jets to confront it. Turkish Prime Minister Recep Tayyip Erdogan was expected to make a statement Tuesday and might announce some retaliatory steps.
"No one should dare to test Turkey's capabilities," Davutoglu said Sunday.
Meantime, at the request of Turkey, NATO's governing body will meet Tuesday to discuss the incident, said Oana Lungescu, a NATO spokeswoman. The consultations will focus on article 4 of NATO's founding Washington Treaty.
"Under article 4, any ally can request consultations whenever, in the opinion of any of them, their territorial integrity, political independence or security is threatened," Lungescu said. The North Atlantic Council ? the ambassadors of the 28 NATO countries ? will decide whether to respond, she said.
The last time article 4 was invoked was nine years ago ? also by Turkey ? after tensions with neighboring Iraq escalated. However, that case did not lead to the invocation of article 5, which declares that an attack against any single NATO country shall be considered as an attack against them all.
Despite some opposition leaders' calls for Western military intervention in Syria, the United States and allies have been hesitant to get involved in what could prove a protracted conflict, preferring the diplomatic route. Syrian allies Russia and China have already shielded Syria from U.N. sanctions and stridently oppose any military intervention.
It's unlikely the downing of the Turkish plane will change those calculations, despite Ankara's appeal for the NATO meeting.
In October 1989, two Syrian MiG-21s violated Turkish air space and shot down a Turkish plane on a geographical survey mission, killing all five crew members. Syria at the time promised to severely punish the pilots, who disregarded Turkish orders not to enter Turkish airspace.
Dogu Ergil, a professor of political science at the Ankara University, told private NTV television that Turkey had repeatedly sent its jets across the Syrian border for several weeks to show its military muscle at the time.
Turkey has been one of the most vociferous critics of Syrian President Bashar Assad's regime as it has cracked down over the past 15 months on an increasingly armed popular uprising. Opposition activists say the conflict has killed 14,000 people, most of them civilians.
The plane's downing has already drawn international criticism from other countries pushing Assad to stop his crackdown.
British Foreign Secretary William Hague said Sunday he was "gravely concerned by the Syrian regime's action in shooting down" the plane and that Davutoglu had told him no warning was given.
"This outrageous act underlines how far beyond accepted behavior the Syrian regime has put itself, and I condemn it wholeheartedly," Hague said in a statement. "The Assad regime should not make the mistake of believing that it can act with impunity. It will be held to account for its behavior."
Hague met last week with United Nations and Arab League special envoy Kofi Annan for talks on plans for an international summit, while British officials discussed the issue in Geneva on Saturday with members of Annan's team. Hague noted Sunday that "The UK stands ready to pursue robust action at the United Nations Security Council."
Italy's foreign minister decried the shooting down of the plane as "a further, very grave and unacceptable action by the Assad regime." In a written statement, Giulio Terzi promised that Italy will play an active role in the NATO meeting Tuesday.
Syrian activists reported violence in different parts of the country Sunday, saying nearly 40 people were killed.
The deadliest incident was in the northern town of Ariha where a shell hit a home killing seven members of the same family, the Britain-based Syrian Observatory for Human Rights said.? A video posted online showed the seven men's bodies, some badly mutilated, including one who had part of his head blown off.
Activists also reported intense shelling and clashes between rebels and troops in the eastern city of Deir el-Zour and the central city of Homs, which has been under a government attack for the past two weeks.
Earlier Sunday, activists said rebels captured a military base in the northern Syrian province of Aleppo, confiscating large amounts of ammunition. The Observatory said 16 government troops died in the attacks on the base near the rebel-held town of Daret Azzeh and nearby checkpoints early Sunday.
Area activist Mohammed Saeed said the rebels had removed hundreds of artillery shells from the base. Saeed added via Skype that troops retaliated with intense shelling on the area using helicopter gunships.
On Friday, state media said 25 people were kidnapped by "terrorists" and killed in Daret Azzeh. Activists said the 25 killed were pro-regime gunmen known as shabiha.
Syria's state-run SANA news agency, meanwhile, said gunmen from Turkey clashed with Syrian border guards in Rabiah, a region in the coastal Latakia province. SANA said several infiltrators died in the late Saturday clash, while others reportedly returned to Turkey. It said several Syrian border guards were hurt, but didn't specify how many.
Turkey denies sheltering armed Syrian rebels, although many Syrian refugees have fled to camps on the Turkish side of the border.
Also on Sunday, Syrian opposition groups met in Brussels to hash out differences and plan for a democratic transition. The disparate groups are divided over whether outside military intervention would help or hurt and whether to engage in dialogue with Assad's regime. The conference, attended by some 50 people, will continue Monday.
Jordanian Information Minister Sameeh Maaytah, meanwhile, said Sunday that three other Syrian pilots had defected last week, even before a pilot flew his warplane into neighboring Jordan. He said the other three crossed overland into Jordan. He was unsure if the four pilots knew each other or had coordinated their escape from Syria.

If he's doing his job, an NFL official will largely go unnoticed. He will make sure the rules are followed, of course, yet blend into the background as much as possible.
Tony Corrente is anything but invisible.
The longtime NFL referee learned that as he battled throat cancer last fall, a football season that was the worst ? and somehow the best ? of his life.
"I've got big boxes filled with letters, cards and trinkets people sent me," said Corrente, 60, a retired high school teacher from La Mirada who has worked NFL games since 1995 and doubles as the officiating coordinator for thePac-12Conference.
"When it got to the point it hurt too bad to swallow, I would just look at those cards. Every one of them was a card of encouragement, a card of prayer. Somebody told me, 'You didn't get all those cards because you were a jerk.' I cannot even begin to measure how that encouragement helped me through my toughest days."
These aren't easy times for NFL officials, anyway. The league has locked them out and has replacement officials ready in case the labor dispute spills into the regular season, as it did in 2001. Talks between the sides have broken off, and the NFL Referees Assn. filed an unfair labor practice charge against the league with the National Labor Relations Board.
Like his colleagues, Corrente is concerned about what all this means. "I'm just hoping the integrity of the game doesn't get compromised," he said.
But the situation doesn't consume his every thought as it might have a year ago. In light of the nightmare he's been through over the past nine months, he's thankful for every moment.
"When you can wake up in the morning," he said, "every day is a good day."
Doctors told Corrente in May that they could not find any evidence of cancer remaining in him. His prognosis is good, with his next checkup scheduled for late August. That was the culmination of months of chemotherapy and radiation treatments that not only made him horribly sick but robbed him of his taste buds ? "Food was repulsive to me" ? and made downing supplement drinks feel "like swallowing broken glass." To this point, he has been able to avoid surgery and a feeding tube, although he's down to 180 pounds from an already trim 194.
Corrente missed four games near the end of the season when the chemotherapy made him too sick to work. He returned for the final two games of the regular season, and worked the playoff game between Detroit and New Orleans.
It was a bizarre string of circumstances in September that led to the discovery of a tumor in Corrente's throat.
While working a season-opening game between Baltimore and Pittsburgh, he found himself in the middle of scuffling linemen and was knocked to the ground. He fell hard on his backside, and his head hit the turf. He immediately felt soreness in his neck and back but didn't feel dizzy.
Baltimore's trainer cleared him to return to the game but advised him to take 800 milligrams of whatever over-the-counter pain medication was available in the officials' locker room. So after the game, Corrente had the option of taking Tylenol or Motrin. He chose Motrin, which he later learned was significant. He flew home and took more before he went to bed.
The next two mornings he coughed up some blood. He went to his physician, but his insurance wouldn't allow Dr. Susan Sleep to run all the tests she recommended.
After another game and more Motrin the following Sunday, Corrente woke to blood on his pillow. He then saw a specialist, who threaded a tiny camera through his nose and down his throat.
"At one point he turned the camera to the other side of my throat, and I say, 'Ew, what's that?'" Corrente recalled. "It just looked totally gross. He just looked at me and said, 'Sir, that's cancer.'"
Doctors later told Corrente that the Motrin acted as a blood thinner, whereas Tylenol wouldn't have, and that his coughing had broken one of the vessels in the tumor. That, by pure luck, led to an earlier diagnosis.
The tumor was about the size of Corrente's thumb when it was discovered, but it covered nearly half his throat by the time he started chemotherapy seven weeks later.
After Corrente had gone through his first round of chemotherapy and had lost his full head of black hair ? he has since regrown it ? he worked a Baltimore game at the end of the season and got a chance to thank the linemen who had accidentally knocked him over. It was center Matt Birk and tackle Michael Oher.
"I told them, 'I want to thank you guys; because of the unintended consequences and me getting knocked down, you probably saved my life,'" Corrente said. "And they just stood there dumbfounded. Matt Birk got a little tear in his eye and said, 'This is the last thing in the world I would have ever expected.'"
For part of his treatment, Corrente moved to Houston for several weeks to be treated at MD Anderson Cancer Center by a team of specialists that included Randal Weber, Merrill Kies and David Rosenthal.
For Corrente, it has been months upon months of the unexpected, both bad and good.
There was the moment he finally broke down, tearfully telling his crew about the cancer. They later asked him what food he'd miss most when the chemotherapy would eventually steal his taste buds. He said he'd miss Thanksgiving dinner most. So the next weekend ? still weeks before the holiday ? they surprised him with a Thanksgiving feast.
Or there was the time in late November, before the Colts played host to the Panthers, that the sidelined Peyton Manning called him over. The two have known each other for years, although their relationship is more cordial than close. (Corrente was the referee when Manning and the Colts beat Chicago in the Super Bowl.)
"I extended my hand to shake his, and he just gives me this bear hug and says, 'I want you to know that not only am I praying for you, but the entire Colts organization is praying for you,'" said Corrente, pleasantly stunned by the embrace.
"How did you know?" said Corrente, his veil of anonymity lifted.
"Tony," Manning said, "we all know."

"There's definitely a spirit there," midfielder Scott Parker said. "People say spirit doesn't win you tournaments, but ... ultimately, that's our base. I'd like to think we have that base back."
