Review: Hong Kong has some bite in 'Sleeping Dogs'

You've just planted a surveillance bug on orders from your superior officer. As you sneak away you receive a text message. Your connection at the chop shop needs a high-end sports coupe. You spot the car and tear the driver from the front seat, kicking him in the midsection before speeding off to claim your money.

The line between hero and villain is wonderfully blurred in the action role-playing game "Sleeping Dogs" (Square Enix for the Xbox 360, PlayStation 3, $59.99; for PC, $49.99).

As undercover mole Wei Shen you are tasked with infiltrating the Sun On Yee triad in a fictionalized and fantastically rendered version of Hong Kong. This simple premise sets up a series of moral dilemmas: Can you push yourself to the limit to gain trust and rise in the triad's hierarchy? Or will you waver and risk blowing your cover?

"Sleeping Dogs" is played in the traditional over-the-shoulder view of similar sandbox games such as "Grand Theft Auto" and "Saints Row." While I could stoop to calling this a "GTA" clone ? the similarities are legion ? the fluid combat, a few nice touches in the shooting mechanic and the exotic locale help it stand out quite a bit.

Finding the right balance to help the story progress is key, and the great voice acting ? including Tom Wilkinson and Emma Stone, among others ? and a solid script keep you engaged through a few clever twists and turns. Wei Shen's moral ambiguity and his personal stake in taking down the Sun On Yee begin to weigh on him as the game moves forward, making him one of the more well-drawn characters in the genre.

The role-playing elements consist of upgrades that fall under both police and triad skill trees. The more police tasks you complete, the more experience you gain to improve those skills; the same for triad tasks. This design forces you to choose certain skills at the expense of others, but you also need to maintain balance to throw off suspicion on both ends.

Completing minor tasks builds your "Face" meter, which determines how people respond to you and earns you passive abilities such as hints on the minimap and a lackey who will bring you a car whenever you want. Increasing your face level unlocks new apparel and vehicles, giving you great incentive to bolster your street cred and bag that sweet ride.

You can travel to various martial arts schools scattered throughout the city to fight, join the street racing circuit or just drive around listening to one of several radio stations. Kerrang Radio, featuring British alt-rock, was my personal favorite.

There is money to be earned betting on cockfights, and you can visit a massage parlor to, um, ease the tension. (Yes, this game is rated Mature.) And then there's a hysterical karaoke minigame: Let's just say there's nothing like a heavily tattooed mob enforcer belting out Air Supply's "All Out of Love."

The melee action, which borrows heavily from the free-flow combat of Rocksteady's Batman games, will make you feel like a martial arts master as you unlock skills such as spinning heel kicks and flying roundhouses. And without question the coolest outfit you can earn is Bruce Lee's yellow jumpsuit from the film "Game of Death."

The shooting is tight and features some John Woo-inspired touches, including an upgrade that gives you the ability to leap from a moving car in slow motion with handguns blazing. "Hard Boiled," indeed.

"Sleeping Dogs" is not breaking any new ground in the action-RPG genre, but with an engrossing story line and plenty of wild things to do around Hong Kong, it's an excellent title that shouldn't be missed. Three and a half stars out of four.

Dark chocolate, cocoa compounds, may reduce blood pressure

ScienceDaily (Aug. 14, 2012) ? Compounds in cocoa may help to reduce blood pressure, according to a new systematic review in The Cochrane Library. The researchers reviewed evidence from short-term trials in which participants were given dark chocolate or cocoa powder daily and found that their blood pressure dropped slightly compared to a control group.

Cocoa contains compounds called flavanols, thought to be responsible for the formation of nitric oxide in the body. Nitric oxide causes blood vessel walls to relax and open wider, thereby reducing blood pressure. The link between cocoa and blood pressure stems from the discovery that the indigenous people of San Blas Island in Central American, who drink flavanol-rich cocoa drinks every day, have normal blood pressure regardless of age. However, flavanol concentrations in cocoa and chocolate products vary according to cocoa processing procedures and types of chocolate, so it is difficult to establish the optimal dosage for an effect.

To investigate the effect of flavanols on blood pressure, the researchers reviewed data from trials in which people consumed dark chocolate or cocoa powder containing between 30-1080 mg of flavanols in 3-100 g of chocolate each day. Altogether, 856 people were involved in 20 trials lasting 2-8 weeks, or in one case, 18 weeks. Flavanol-rich chocolate or cocoa powder reduced blood pressure on average by 2-3 mm Hg.

?Although we don?t yet have evidence for any sustained decrease in blood pressure, the small reduction we saw over the short term might complement other treatment options and might contribute to reducing the risk of cardiovascular disease,? said lead researcher Karin Ried of the National Institute of Integrative Medicine in Melbourne, Australia, who worked with colleagues at the University of Adelaide.

In a subset of trials, when chocolate or cocoa powder was compared to flavanol-free-products as controls, the beneficial effects were more pronounced (3-4 mm Hg), whereas the researchers found no significant effect on blood pressure in the second subset with low-flavanol products as control. It is possible that low-flavanol products also have a small effect on blood pressure, so that it was harder to observe differences between high and low-flavanol products in these trials. However, results of these subsets of trials may have been influenced by trial length and blinding of participants, as trials using flavanol-free control products tended to be of shorter duration with participants knowing their allocated group.

?We?ll also need to see long term trials, including effects on the risk of stroke and cardiovascular disease, before we can come to conclusions regarding clinical outcomes and potential side effects of long-term consumption,? said Ried. ?These trials should use flavanol-free products in the control groups to eliminate any potential effects of low-dose flavanol on blood pressure.?

Updated at 10:45 am ET Presumptive GOP presidential nominee Mitt Romney introduced his choice as running mate, House Budget Committee Chairman Paul Ryan, 42, Saturday morning at a campaign event in Norfolk, Va.

Romney portrayed the Wisconsin congressman as ?an intellectual leader of the Republican Party? and a man who ?understands the fiscal catastrophe that awaits us if we don?t change course.?

He called him a legislator who had shown the ability to work with members of both parties, saying, ?In a city that?s far too often characterized by pettiness and personal attacks, Paul Ryan is a shining exception. He doesn't demonize his opponents.??

He added that ?a lot of people in the other party ... might disagree with Paul Ryan; I don't know anyone that doesn't respect his character and judgment.?

NBC's Andrea Mitchell has the story of Rep. Paul Ryan's ascent to America's biggest political stage.

Romney told the crowd, ?At a time when the president?s campaign is taking American politics to new lows, we're going to do something differently. We?re going to talk about aspirations and American ideals and about bringing people together to solve the urgent problems facing our nation.?

Ryan then dashed onto the platform from the battleship U.S.S. Wisconsin docked at Norfolk.

Ryan referred to Romney, the former head of Bain Capital, as ?someone who knows from experience that if you have a small business you did build that? ? a reference to President Obama?s recent statement on the campaign trail that ?if you've got a business, you didn't build that. Somebody else made that happen.? Obama argued that businesses benefit from government infrastructure and public sector investments.

Alluding to the entitlements and debt problems that loom over the next few decades, Ryan said Obama and Democrats in Washington ?have refused to make difficult decisions because they are more worried about their next election than they are about the next generation.?

Referring to the nation?s sluggish economy and its growing burden of debt, Ryan said, ?We can turn this thing around, ? but it will take leadership and the courage to tell you the truth.?

Ryan also trumpeted Republicans? faith in private sector entrepreneurs, saying, ?We look at one another's success with pride, not resentment, because we know, as more Americans work hard, take risks, succeed, more people will prosper, our communities will benefit, and individual lives will be uplifted and improved.?

That theme is similar to ones Ryan has sounded in the past. He has been outspoken in saying that America must be ?an upward mobility society.?

He told CNBC?s Larry Kudlow last February, ?We don't want a safety net that turns into a hammock that lulls people into dependency in this country. We want people to get up on their feet and grab that higher rung of the economic ladder.?

He said, ?We don't believe in class division. We believe in growth and prosperity, helping people when they are down on their luck get back on their feet, and pro-growth economic policies that put America in the lead, that make us competitive, that stop tearing people down in this zero-sum thinking.?

A senior adviser told NBC News that Romney informed Beth Myers, who headed his search for a running mate, of his decision to select Ryan on Aug. 1.

Live vote: Is Ryan a good choice?

As the author of an ambitious plan to redesign the Medicare program for older and disabled Americans, Ryan has long been the target of Democratic attacks.

NBC's Brian Williams takes a look at how the 2012 presidential election suddenly changed on Saturday.

Obama campaign manager Jim Messina issued a statement Saturday saying Ryan's Medicare proposal "would end Medicare as we know it by turning it into a voucher system, shifting thousands of dollars in health care costs to seniors."?

If enacted, Ryan?s proposal would be the most far-reaching change in Medicare since the program was created in 1965.

In 2011, one Democratic group ran an ad showing a man ? presumably Ryan ? pushing a terrified elderly woman in a wheelchair off a cliff.

Ryan?s plan would gradually increase the Medicare eligibility age to 67. This phased-in increase in the eligibility age would start in 2023.

Ryan?s proposal would do away with Medicare?s open-ended payments for those born in 1958 and later, (that is, people who turn 65 in 2023 or later).

Instead, beginning in 2023, people in Medicare would be given a choice of private plans competing alongside the traditional fee-for-service option.

Medicare would provide a payment to pay for or offset the premium of the plan chosen by the senior. The payments would be higher for low-income people and lower for high-income people. The payments would grow over time but would not necessarily keep pace with the increase in the cost of medical care.

The Congressional Budget Office, in an assessment last year, said Ryan?s plan would result in ?much lower deficits and debt in the long run.? But the CBO also found that under Ryan?s redesigned Medicare, ?most elderly people would pay more for their health care than they would pay under the current Medicare system.?

One prominent Democrat, Sen. Ron Wyden of Oregon joined with Ryan last year on a proposal to redesign Medicare.

Wyden said in an opinion piece in the Huffington Post that the Wyden-Ryan proposal was not a finished piece of legislation but ?simply a policy paper intended to start a conversation about how Democrats and Republicans might work together to uphold the Medicare Guarantee.?

The Oregon Democrat also added, ?Wyden-Ryan doesn't eliminate the traditional Medicare plan, instead it guarantees that seniors who want to enroll in Medicare's traditional fee for service plan will always have that option.?

House Budget Committee Chairman Paul Ryan enters the presidential campaign as presumptive GOP nominee Mitt Romney's choice for Vice President.

He added that, ?Wyden-Ryan doesn't privatize Medicare because Medicare beneficiaries already have the option of enrolling in private health insurance plans. Wyden-Ryan makes those private plans more robust and accountable by forcing them to -- for the first time -- compete directly with traditional Medicare.?

But Wyden also said, ?Some Republicans will undoubtedly declare their support for Wyden-Ryan without knowing what that means or believing in its principles. Mitt Romney, for example, claims to have helped write Wyden-Ryan even though I have never spoken to him about Medicare reform.?

As part of its fiscal year 2013 budget resolution, which it approved in March, the House supported Ryan?s Medicare reform plan. The vote was 228 to 191, with no Democrats voting for the proposal and 10 Republicans voting against it.

Ryan has offered some of his ideas on tax reform in interviews with David Gregory on NBC's Meet the Press. Last?May, Ryan said, "What we're saying about taxes is take the tax shelters and the loopholes away from the well-connected and the well-off so we can lower tax rates for everybody so we can allow small businesses to grow and compete."

Americans learned Saturday who Mitt Romney will have as his running mate, but what do we know about his choice? NBC's David Gregory and Chuck Todd reports.

He also said on Meet the Press in 2011: "Instead of job-killing tax increases, why don't we just stop subsidizing wealthy people? I mean, let's go after the crony capitalism, the corporate welfare in the tax code, in spending. And why don't we income-adjust our spending programs so that we don't subsidize wealthy people as much? I think that's a better idea to get more savings in the budget, get our debt down without doing economic damage."

Ryan, first elected to the House in 1998, worked in college as a staffer for Sen. Bob Kasten of Wisconsin, and later as a speechwriter for Jack Kemp and William Bennett and as an aide to Sen. Sam Brownback of Kansas.

Ryan voted for the bailout of the financial sector in 2008, as well as the auto industry bailout. He also voted for the 2003 bill to add a prescription drug benefit to Medicare and has voted this year to repeal President Obama?s health care overhaul.

A subwoofer can provide a real movie-watching experience to your home theatre. To know a subwoofer, read below.

In a home theatre system, a subwoofer is the big speaker, usually hidden unobtrusively in the back of the room. A subwoofer is a woofer that reproduces the low-pitched audio frequencies also called as bass. They are intended to augment the low frequency range of loudspeakers covering higher frequency bands. Thus, a subwoofer enhances the bass capability of the main speaker.

Deep bass also sometimes known as low frequency effects or LFE are provided by Many Dolby Digital and DTS soundtracks. This bass is the reason behind entire soundtrack feel larger and more lifelike. It gives special effects like the rumbling of a thunderstorm, the crashing of an earthquake or explosions like window-rattling punch.

Using subwoofer also enrich music listening experience. All types of music, from classical to jazz to rock are equalized. A subwoofer is needed to ensure that your home theatre system delivers crucial low-frequency impact which most speakers can't do.

Frequency range - The typical frequency range for a subwoofer is like for consumer products it's about 20-200 Hz, below 100 Hz is for professional live sound and below 80 Hz is used in THX-approved systems. Subwoofers in turn use speaker drivers typically between 8" and 21" in diameter. There are various ranges of pitches for subwoofers, which depends on many factors like as the size of the system cabinet and construction and design of the enclosures and driver(s). Specifications of a frequency response depends on relevance of an accompanying amplitude value--measurements taken within a wider amplitude range will give any loudspeaker a wider frequency response

Since low frequencies cannot be limited to small areas, the home theatre systems feature only one subwoofer channel and a single subwoofer can be placed off-centre without affecting the perceived sound stage. Physical separation of subwoofer and main speakers not only allows placement in an unnoticeable location, but since sub-bass frequencies are particularly sensitive to room location the best position for the subwoofer is not likely to be where the main speakers are located.

Design - Subwoofers are made up of woofers in a loudspeaker capable of withstanding air pressure while resisting deformation. A variety of designs are available for subwoofer enclosures, including bass reflex , infinite baffle, and band pass designs, representing with respect to efficiency, bandwidth, size and cost. Subwoofers are built by mounting woofers in a cabinet of fibreboard/plywood, fibreglass, aluminium or other stiff materials. Subwoofer enclosures requires internal bracing so as to distribute the resulting forces because of the high air pressure they produce in the cabinet. By increasing cone surface area subwoofer output level can be increased.

Amplification -- Passive subwoofers have a subwoofer driver and enclosure and they are powered by an external amplifier whereas active ones include a built-in amplifier.

Equalization - Equalization is used to adjust the in-room response of a subwoofer system. For example, if a listener's main speakers are used on 80 Hz, then the subwoofer filter can be permanently set to work only below 80.

Phase control -- When relative phase of the subwoofer is changed with respect to the woofers in other speakers, this doesn't guarantee to minimize unwanted destructive acoustic in the frequency region of both subwoofer and main speakers. Honduras names new finance minister after scandal

TEGUCIGALPA (Reuters) - Wilfredo Cerrato was named Honduras' new finance minister on Thursday, replacing Hector Guillen who resigned last week after his wife was arrested with the equivalent of more than $57,600 in her vehicle.

Cerrato, a 41-year-old economist, is the third finance minister in President Porfirio Lobo's 2 1/2-year-old government.

His main challenge will be to arrange a new stand-by agreement with the International Monetary Fund, which is concerned by the government's failure to meet fiscal deficit goals tied to a similar 18-month agreement that expired in March.

Guillen resigned on August 1. He said the money his wife was carrying was a loan that she planned to use to pay bills related to a bed business she owns.

Fire is latest pollution problem at Chevron plant

SAN FRANCISCO (AP) ? A massive Chevron oil refinery fire that sent hundreds of people rushing to hospitals and is pushing West Coast gas prices higher was just the latest pollution incident at the facility that records show has increasingly violated air quality rules over the past five years.

The refinery is one of three such facilities near San Francisco that rank among the state's top 10 emitters of toxic chemicals, according to the U.S. Environmental Protection Agency's Toxic Release Inventory.

Chevron's Richmond refinery ? the scene of Monday's fire that shrouded the area in black smoke ? has been cited by San Francisco Bay area regulators for violating air regulations 93 times in the past five years.

The number has increased from 15 violations in 2007 to 23 in both 2010 and 2011. The refinery is also the state's largest emitter of greenhouse gases, according to state regulators.

The Richmond refinery produces about 150,000 barrels of gasoline a day ? or 16 percent of the West Coast's daily gasoline consumption of 963,000 barrels, said Tom Kloza, chief oil analyst at Oil Price Information Service.

With inventories of gasoline in the region already low compared with the rest of the country, pump prices on the West Coast will soon average more than $4 a gallon, Kloza said.

This week's disruption in production quickly sent the price of a gallon of regular gasoline in California up 3 cents, said analyst Patrick DeHaan of the website GasBuddy.com.

Investigations continued Wednesday into Chevron's response to the fire and the effectiveness of Contra Costa County's emergency warning system. The U.S. Chemical Safety Board, a federal agency, sent a seven-member team to look into possible exposure of workers after vapor ignited and caused the fire.

Monday wasn't the first time Richmond residents had received shelter-in-place orders to stay in their homes and close the doors and windows after fires or accidents at nearby refineries.

They were anxious about the latest fire, and reports of a minor, secondary fire at the refinery on Wednesday only magnified concerns.

"Events like this most recent fire are a trigger for a longstanding mistrust of Chevron," said Jason Corburn, a University of California, Berkeley public health and urban planning professor. "People feel these spikes in air pollutants, and feel these dangerous events in the context of the daily (air quality issues) that don't show up on county air monitors."

The Richmond facility is not the biggest violator of air quality laws among the region's five oil refineries, but it has been cited for violating air regulations numerous times. Some of the violations remain under investigation for determination of penalties.

Chevron spokeswoman Melissa Ritchie said in an email that the refinery "places the highest priority on the health and safety of our work force, our neighbors and the protection of the environment."

"We know our ability to do so is dependent on a proven capability to operate safely and in an environmentally sound way," she wrote.

Some of the San Francisco Bay area's other refineries have more violations than Chevron. The most involved a Valero-owned refinery in nearby Benicia, which has 222 violations over the same five-year period. A Shell refinery in Martinez, a few miles east of the Chevron facility, posted the fewest violations with 83.

Not all of the air violations were for exceeding legal limits on pollution emissions, said Brian Bateman, the district's health and science officer. Some, he said, can be for bad record-keeping or other administrative problems, as well as equipment problems.

While the sprawling Chevron refinery has produced much of the West Coast's daily gasoline supply over the past dozen years, it has also emitted an average of 543,155 pounds of toxic chemicals into the air annually, according to EPA data.

In 2010, all of the state's toxic emitters, including hazardous waste disposal sites combined, released more than 9 million pounds of toxic chemicals into the air.

Still, most releases, when mixed with the cleaner air surrounding the refineries, fall below thresholds considered dangerous to human health, Bateman said.

Chevron paid $170,000 to the air district for all of its violations between 2005 and 2009 after reaching a settlement. The total amount of fines for more recent violations has not been determined.

The federal Clean Air Act sets limits on pollutants that refineries and other emitters can release and imposes penalties for violations. Local air districts enforce the law.

While some of the region's 27 air monitoring station's detected an uptick in pollution during Monday's fire, further laboratory testing confirmed that the levels did not pose a significant health concern, the air district said.

Fires and accidents over the years have inspired community protests and litigation.

A court recently blocked Chevron's plans to expand the facility, after a lawsuit from community groups alleged Chevron had not properly determined the potential health impacts.

"The fact that we've had two major fires in the last five years is unacceptable and symptomatic of Chevron's tenuous relationship with the community," said Roger Kim, executive director of the Asian Pacific Environmental Network.

Hopeless Teens Prone to Drug Abuse, Suicide Tries

Teens who say they think it's unlikely that they'll live to age 35 are more likely to engage in risky behaviors such as abusing drugs or attempting suicide, according to a new study.

In 1994 and 1995, researchers surveyed 19,000 teenagers?and found that one in seven said they had a 50-50 chance, or less, of living to age 35. When the researchers caught up with the participants 14 years later, they found that those who still said they weren't likely to live to 35 were three times more likely to have attempted suicide, compared with their peers who were more optimistic about their survival.

Because of the strong association with suicide, researchers suggested that "monitoring survival expectations may be useful for identifying at-risk youth," the researchers wrote.

Participants in the study completed surveys about their habits and perceptions of longevity at ages 13 or 14, one year later, seven years later and 14 years later. (About 15,000 participants responded at the time of the last survey.)

The researchers found that those who reported feeling that they would not likely live?past 35 at each survey point were increasingly likely to participate in such unhealthy behaviors as using drugs or smoking heavily.

"Perceptions of immortality and invincibility have been offered as explanations for heightened risk-taking among youth," the researchers wrote. "However, fatalism and perceived vulnerability may also encourage greater recklessness."

Among those who said they had a low likelihood of surviving to 35 both in high school and seven years later, 14 percent had thought about suicide, and 5 percent had attempted it. Among those who said they believed they would live past 35, 6 percent reported having suicidal thoughts, and 1.1 percent said they had attempted suicide.

Additionally, the researchers found that those who had reported feeling, even at only one point, that they were not likely to live to 35 were more likely to engage in dangerous behaviors, compared with those who reported unwavering confidence in surviving beyond that age.

Not believing that one will live past 35 is a form of hopelessness, and "we know that hopelessness is a significant factor associated with thoughts of suicide, suicide attempts and death by suicide," said Dr. Tim Lineberry, a psychologist and suicide expert at the Mayo Clinic. Lineberry was not involved with the study.

He added that he might start asking his patients if they believe they will live past 35 as an entry point to discussing their level of hopelessness.

In comparison with their more-optimistic peers, those who said in high school and seven years later that they thought they would die before 35 were nearly twice as likely to binge drink, two-and-a-half times as likely to smoke a pack of cigarettes a day, and nearly four times as likely to use illegal drugs (aside from marijuana) on a weekly basis.

Substance abuse itself has been associated with a higher rate of suicide, the researchers noted.?

Temp jobs become?a way of life for some

The employment report due Friday morning is expected to show another month of meager job growth.

When Kenneth Foreman had "a decent job with a decent company," he did the things that most people with a strong, steady paycheck do.

He and his wife bought a house close to his elderly parents in Hopewell, Va., and lived what he describes as a normal middle-class life.

?You know, work was good, family was good, kids were good,? he said.

But since he was laid off in December 2006 from the technology job he held for nearly six years, Foreman, 49, has only been able to string together a series of temporary jobs, often with months of unemployment between gigs.

Although he feels grateful for the paychecks, he is well aware they could stop anytime.

?They are not even required to give me notice,? he said of his current job as a hardware planner for a large technology company. ?I could come in one day and my badge won?t work and they?ll say that you were relieved.?

Foreman is far from alone as "permatemps" like him become an enduring feature of the slow-growth economy.

About 2.53 million people were working temporary jobs as of June, an increase of more than 40 percent from the summer of 2009, when about 1.75 million people held such jobs. The number is expected to rise again Friday when the government reports employment data for July.

But three years into the economic recovery, the rise in temporary jobs is not necessarily signaling an increase in permanent employment as it did in the past. Instead, cautious employers are content to have a substantial part of the work force on a contingency basis, which makes it easier to downsize if business slows again.

?They?re not willing to commit to full-time, permanent employees,? said Nigel Gault, chief U.S. economist for IHS Global Insight.

And with the unemployment rate at 8.2 percent in June, employers have little reason to be worried about relying on temp workers. Many?undoubtedly?conclude that they can just hire a batch of new ones if work picks up again, and with temporary workers?they don?t have to worry about the costs?of benefits or severance.

?They?re accepting the turnover so they don?t have to pay the benefits,? said Joel Naroff, president of Naroff Economic Advisors.

Naroff believes the economy still isn?t adding enough temporary jobs.

Although the economy has added about 780,000 temporary jobs over the past three years, it has only just gotten close to the level of temp jobs that existed in December 2007, when the nation went into recession.

?The growth in the use of temporary workers is just as disappointing as the growth in jobs,??Naroff said.

But Gault said the rate of temporary jobs being added is about the same as in past recoveries.

?The problem is we?re just not adding the permanent jobs,? he said.

Even if hiring starts to perk up, Gault said temp workers could still find it hard to land those longer-term positions. That?s because they?ll face competition from the millions of people who have been sitting out?the tough job market, waiting for things to improve.

?It?s a perfectly legitimate fear that they may have great difficulty finding a permanent job even when more permanent jobs become available,? Gault said.

Zach O?Claire, 39, would like nothing more than to be hired into a full-time, permanent job. He?s currently working in a part-time, temporary job as a lead systems engineer. It?s one of many such jobs he?s held in the last five years.

O?Claire started working in information technology in Silicon Valley in the late 1990s, after having earlier served in the military. He held a full-time position for years with a startup that?folded.

After losing that job in 2006, he struggled with addiction, he said. He went through a recovery program and says he has been clean and sober for more than four years.

?I fully own up to the fact that I?ve made a couple of mistakes in my life,? he said.

Although he has been able to find contract positions, he hasn?t been able to land a permanent, full-time job. He?s grateful for the jobs that he?s had but said the money isn?t always enough.

O?Claire expects he will make between $24,000 and $30,000 this year, a salary that is tough to live on in costly Santa Clara, Calif.

He?s sold off many of his possessions to keep himself afloat and has had to rely on county-funded programs for his health care. A small setback, such as a car repair, will easily burn through whatever financial safety net he can build up.

?It does get frustrating,? he said. ?I see all these other people that are able to go out and have these great cars, do these great things. That?s stuff I want for myself.?

Foreman, the temporary communications worker in Virginia, makes nearly $23 an hour at the job he?s held since February. His wife doesn?t currently work because of?health problems.

Foreman said he?s looking for affordable health insurance, but in the meantime he is paying cash for his wife?s medications and any health care?for his two children, who are 17 and 19.

The couple has been able to make their mortgage payments but are still at risk of foreclosure because they missed three mortgage payments years ago, during short stints of unemployment.

Meanwhile, Foreman is worried that his current temp job will be cut before the end of the year. He said he?s constantly looking for new jobs but hasn?t found anything that pays enough.

?Most big employers, they don?t want to commit to hiring people full time,? he said. ?They?d rather just use the temps when they need them, and then they just let them go.?

Naroff, the economist, noted that there is one danger to that cycle: At some point, the job market could improve.

?Once job growth picks up and the unemployment rate comes down, it?s ?Take this job and shove it? time, and the turnover is going to be massive because everybody has been dumped on for the last five years,? Naroff said. ?For those businesses (in which) turnover matters, it?s going to kill them.?

More military aid to Africa as terrorism increases

WASHINGTON (AP) ? Growing concerns about persistent terrorist threats from splintered al-Qaida groups across Africa have triggered an increase in U.S. military funding and more focus on a handful of African nations.

Already this year, the Pentagon has poured more than $82 million into counterterrorism assistance for six African countries, with more than half of that going to Uganda, and much of the rest going to Kenya, Burundi and Djibouti ? all key allies in the fight against the al-Qaida-linked militant group al-Shabab in Somalia.

The assistance, according to the State Department's latest report on terrorism, may be starting to show some results in Somalia. But across Africa, the number of terrorist incidents increased by about 11.5 percent last year, including in Nigeria.

The new report comes as Secretary of State Hillary Rodham Clinton begins a series of visits across the continent, including stops in Uganda and Kenya.

The two countries are part of AMISOM, the African Union peacekeeping force that has been battling al-Shabab militants and has succeeded in largely pushing the militants out of Mogadishu, Somalia, after years of raging war.

That military effort has helped to make significant gains in degrading al-Shabab's capability and liberating areas from al-Shabab administration, the State Department report said, adding that "foreign fighters and al-Shabab members remained in many parts of south and central Somalia and continued to mount operations within Somalia and against neighboring countries."

According to the report, al-Shabab continues to maintain training camps in southern Somalia for young recruits ? and those have included Americans who have traveled there from Somali communities in the United States.

"To the extent that we focus on helping the Africans themselves deal with problems of instability, prepare them to conduct their own peace operations and to support transitions from conflict ? all of that contributes significantly to countering terrorism in a broader sense," said Tom Dempsey, a retired Army colonel who teaches national security at the Defense Department's Africa Center for Strategic Studies.

The Pentagon has increased surveillance and intelligence-sharing in Africa, sent teams of special operations forces and broadened training for African militaries. Al-Qaida-linked militant groups train and operate out of safe havens in often remote and underdeveloped regions of the continent.

The Pentagon has told Congress that military aid for Uganda includes more than $19 million for trucks, trailers, inflatable boats, weapons, communications equipment and combat training. While that aid is targeted for the Somalia fight, the U.S. is also sending more than $22 million worth of logistic support and supplies to Uganda to aid in the fight against warlord Joseph Kony's infamous Lord's Resistance Army.

In addition, the Pentagon is sending $13.1 million in aid to Burundi, including trucks, communications equipment and training; nearly $8 million in aid to Kenya, including eight small surveillance drones; and $750,000 in training to Djibouti.

Dempsey said broader assistance programs, including training assistance programs and military education funds that bring officers to U.S. war colleges, help African nations counter violent extremism, which fuels terrorism. But he also noted that it is often difficult to tie any rise or fall in terrorist incidents to any one factor.

"If you're talking about drone strikes with Hellfire missiles that take out a terrorist here or there, I have serious reservations about how much that contributes to combatting terrorism in Africa," Dempsey said. "But broader engagement efforts that encourage professionalism of African militaries ? those efforts contribute significantly."
